Rule 40 was esablished in 2008 to keep Ron Paul from being put on the ballot. A MUST SEE for ALL Ron Paul supporters, delegates and potential delegates. According to the rule every candidate MUST have won at least 5 states in order to be put on the ballot. This is the rule that the media is talking about right now and they want all of us to believe that Dr Paul doesn't have majority of delegates in 5 states BUT HE DOES!
