So far I've not seen or heard any conformation of this. Personally from my experience and limited knowledge, when a "Grid" goes down, it's NOT just a subway system or part of a city that is effected.
  GRIDS encompass countries or sections of larger countries ie; I think the US has 4 or5 Grids that are connected and affect each other. The UK may have 1 or 2. jmho...
