His name is Bo Mikael Lindstrom.  Type that into Google and you will see his picture. 

Apparently "The Family" has a policy that he is not allowed to show his face when acting as the Ambassador to the Dragon Family. 

As to what purpose does he serve, there is not much evidence he has any ability do any of the grand things he talks about.  At this point he is all talk and no action.
