It is the new way to process food stamps. You get a debit card and they reload the amount of your benefits on a monthly basis.

Here it was paid in cash at a Post Office. Blair, anointed wee gordy, and little dave decided it would be a jolly good wheeze to sell off Post Offices to approved (donors) buyers for profit.
Since then it has been paid into a recipients personal bank account.
Some genius thought it would be a great idea to place all payments on a card to identify the claiming "sponging scroungers" and humiliate them. But that wasn't enough, they then wanted to dictate where these cards could be used and what for.
All with HM Govt approved business partners of course. That idea soon got sunk, pity the originators didn't drown with it
