He will continue as long as the money keeps flowing.  Dave Schmidt says that there are many factions of the Dragon Family / Chinese Elders and each says they have access to the Global Collateral Accounts.  While they squabble among themselves, one of them must be feeding Zap false hope that funds will be available and Zap keeps on believing.  His sources don't have money, they just think they will soon have access.  "Soon" in this case may be pure hopium.

If Humanus was really interested in changing things, I expect they would look more like these folks: http://www.milkeninstitute.org/support-mi/

Instead, Humanus waits on dubious sources of funds such as the European and Chinese Royals, the RV and compensation on historic bonds, which are generally considered to have value only for collectors.

If the European / Chinese Royals had funds, then Humanus would have funds.  It is not hard to transfer money.  This suggests that Jerzy is  being strung along by someone or some group who thinks they will soon get access to large sums and will then support humanitarian projects via Humanus.

Rather than find legitimate sources of funds like the Milken Institute does, Jerzy falls under the spell of someone who is all talk and no substance, like the Red Dragon Ambassador who also promised funds for humanitarian projects and also never delivered.

Dave Schmidt was waiting on the Ambassador to come though with funding and is now distancing himself from him, after numerous failed deadlines / predictions on the part of the Ambassador.

I think we have two types in these stories, the wannabe holders of great wealth, and the mouthpieces of such.  Dave and Jerzy are mouthpieces.  They are guilty of falling for hopium.
