بغداد/دنانير/.. حذر عدد من الخبراء والمختصين في الشأن المالي والاقتصادي، البنك المركزي من اصدار طبعة جديدة فئة 100 الف دينار وطرحها في السوق، لانها ستزيد من اسعار السلع وترفع معدلات التضخم فضلا عن انها ستقلل من قيمة الدينار العراقي وتلغي الفئات الصغيرة من العملة مما ستؤثر وبشكل مباشر على المواطنين.
Baghdad/ Dananer/. A number of experts and specialists in finance and economy warned the Central Bank of releasing a new 100 thousand Dinars banknote and presenting it to the market since it would cause price rise and would increase inflation rates as well as reducing the value of Iraqi Dinar which would cancel the lower banknotes and affect citizens directly.
وكشف مصدر مسؤول في البنك المركزي فضل عدم الكشف عن هويته، عن عزم البنك المركزي اصدار طبعة جديدة فئة 100 الف دينار الى السوق.
An official in the Central Bank, who asked to be anonymous, has revealed that the Central Bank intends to release a new 100 thousand Dinar banknote
وقال المصدر لوكالة /دنانير/ ان “فئة الـ 100 الف دينار مطبوعة ومصصم منها انموذجا وسنختار الوقت المناسب لطرحها في الاسواق”، مبينا ان” طرحها في السوق سيساعد على تنشيط الاقتصاد عن طريق عمليات المبادلات بين التجار والصفقات التجارية بين الشركات العاملة”، فضلا عن فئة الـ 100 الف سهلة الخزن والحمل وصممت على غرار العملات الدولية اذا ان نظامها الامني عالي المستوى فمن الصعوبة تزويرها”.
The official said to Dananer News Agency that:” The 100 thousand Dinars banknotes is printed, a prototype has been designed and we will choose the right time to release it”. Adding:” Presenting it to the market would help revitalize economy through transactions between businessmen and trade transactions between companies. It is also easy to store and hold; and it was designed similar to international banknotes since it has a high level of security and it is hard to fake”.
واشار الى ان “طرحها في السوق يحتاج الى عدة امور منها حملة اعلامية ترويجية للتعرف عنها، وكونها تعادل او تقارب فئة الـ(100) دولار الامريكي”.
They also indicated that: “Presenting the new banknotes need many things including promotion campaigns to introduce it as it equals approximately 100 USD”.
من جهته، حذر الخبير الاقتصادي عادل المندلاوي من طرح عملات ذات فئات كبيرة في السوق لانها ستؤثر على المواطن وبصورة غير مباشرة من ناحية زيادة الاسعار وارتفاع معدلات التضخم، فضلا عن انهيار القيمة التداولية للعملة الوطنية.
On the other hand, the economy expert Adel Al-Mandalawi has warned of presenting such banknotes as they affect citizens indirectly when it comes to price rise and inflation rate increase as well as making exchange value of the national currency collapse.
وقال المندلاوي لوكالة /دنانير/ ان الوقت غير مناسبا لطرح طبعة الـ 100 دينار كون الاقتصاد العراقي يمر بمرحلة متذبذبة وغير مستقرة لا سيما في ظل انخفاض اسعار النفط وقلة الايرادات.
Al-Mandalawi also said to Dananer News Agency that:” Time is not suitable to present such banknote because Iraqi economy is going through fluctuation stage, especially when oil prices fall and lack of revenues”.
واضاف ان هذه الفئة الجديدة ستلغي التعامل بالفئات الصغيرة تدريجيا وتكون عملة الـ 1000 دينار اصغر فئة بدلا من 250 دينار.
He also added:” This banknote will cancel all lower-value banknotes which will make the 1000 Dinars banknote the lowest of value instead of 250 dinars
اما، الخبير في الشؤون المالية نبيل مهدي، ان البعض من المحلليين و الاقتصاديين يضن ان بيع الدولار في مزاد البنك المركزي بنفس الكمية وادخال فئة الـ 100 الف دينار الجديدة الى السوق دون سحب ما يعادلها من الدينار سيؤدي الى انهيار الأخير”، ومن وجهة نظري انه لا علاقة بين مزاد البنك المركزي ، الذي يعد مثبت اسمي لسعر صرف الدينار مقابل الدولار، وادخال فئة 100 الف دينار بانهيار الدينار ، وانما يكون التأثير بزيادة عدد مرات تداول الوحدة النقدية (الدينار) داخل الاقتصاد اي زيادة سرعة تداول النقود في الاقتصاد العراقي .
Finance expert Nabil Mahdi said:” Some analysts and economists think selling dollars in Central Bank auction in the same amount and presenting the 100 thousand Dinars banknotes without withdrawing its dinar equivalents would come into collapse of dinars. From my point of view, there is no relationship between Central Bank auction which is considered a nominal fixer of exchange rate and presenting the new banknote with collapse of dinar. But the effect will be related to the number of exchange of dinar units inside Iraqi economy as it increases exchange speed.

واضاف انه “حسب النظرية الاقتصادية ، فان عملية طبع فئات جديدة كبيرة تعني في زيادة نسب الكتلة النقدية (السيولة النقدية) التي يكون تناسبها طرديا مع زيادة سرعة دوران النقود (سرعة التداول) تلك السرعة من التداول التي تتناسب طرديا مع سرعة التضخم ناتج عن ارتفاع الاسعار الناتج من زيادة الطلب الجديد على العرض من السلع والخدمات نتيجة زيادة تلك السيولة النقدية”.
He also said:” According to economy theory, the process of printing new banknotes of higher value is related to increase of liquidity rate which has direct proportion with trading speed. This speed is related to speed in inflation resulting from price rise that is caused by new demand increase over supply of good and services which is caused by increase of liquidity”.
وتابع “حيث اذا زاد الطلب على السلع المحلية فان عرضُها شبه ثابت في الوقت الحالي لعدم وجود انتاج وافر او مضاهٍ للأجنبي حتى يتمكن المُنتج المحلي وبالأخص الصناعي من ملء فجوة زيادة الطلب من المرغوب شراؤه، وكذلك لا توجد تقنيات حديثة للإنتاج الزراعي حتى يوفر عرض جديد من المُنتج الزراعي يسد ما يحتاجه المستهلك مما يؤدي الى زيادة اتجاه طلب المُستهلك الى المنتوج الاجنبي، مما يعني ان يقوم التاجر الى زيادة استيراده للمنتوج الاجنبي لسد نقص ما معروض من السلع المستورة امام الطلب الجديد الناتج عن زيادة السيولة النقدية”.
He continued:” If demand on local goods goes up, their supply would be semi-fixed in this time due to lack of enough production in order to make local products, especially industrial ones, fill the gap of demand. There is also no modern agricultural production to provide new supply of agricultural products to provide what is needed by consumers which makes them go towards demand on foreign products. That means that businessmen would increase import of foreign products to fill the gap of supply to face the new demand caused by liquidity”.
واوضح ان “زيادة الاستيرادات العراقية من الخارج تعني زيادة امتصاص الدولار من الداخل العراق الى خارجة مما يعني زيادة رغبة التجار والمضاربين على حصولهم على الدولار من مزادات البنك المركزي وان زيادة تلك الرغبة تعني رفع السعر الدولار داخل تلك المزادات وبتالي الى زيادة نسبة الانخفاض قيمة الدينار العراقي امام العملات الاخرى ومنها الدولار مما تزداد رغبة المضاربين في هذا الوقت الى الحصول على الدولار ولو بسعر اعلى من سعره السابق داخل العراق لتوقعهم انخفاض قيمة الدينار بمعدل اعلى عن وقته الحالي وارتفاع قيمة الدولار”.
He clarified that:” Increase of Iraqi imports means demand on USD inside and outside Iraq resulting in increase of businessmen and brokers’ interest to get USD in the Central Bank auction making USD value to rise against Iraqi Dinars making it less valuable against other currencies too. This will motivate brokers to get USD, even if it’s more expensive because they expect Iraqi Dinar’s value to go down and USD to go up”.

They also indicated that: “Presenting the new banknotes need many things including promotion campaigns to introduce it as it equals approximately 100 USD”.
من جهته، حذر الخبير الاقتصادي عادل المندلاوي من طرح عملات ذات فئات كبيرة في السوق لانها ستؤثر على المواطن وبصورة غير مباشرة من ناحية زيادة الاسعار وارتفاع معدلات التضخم، فضلا عن انهيار القيمة التداولية للعملة الوطنية.
On the other hand, the economy expert Adel Al-Mandalawi has warned of presenting such banknotes as they affect citizens indirectly when it comes to price rise and inflation rate increase as well as making exchange value of the national currency collapse.
وقال المندلاوي لوكالة /دنانير/ ان الوقت غير مناسبا لطرح طبعة الـ 100 دينار كون الاقتصاد العراقي يمر بمرحلة متذبذبة وغير مستقرة لا سيما في ظل انخفاض اسعار النفط وقلة الايرادات.
Al-Mandalawi also said to Dananer News Agency that:” Time is not suitable to present such banknote because Iraqi economy is going through fluctuation stage, especially when oil prices fall and lack of revenues”.
واضاف ان هذه الفئة الجديدة ستلغي التعامل بالفئات الصغيرة تدريجيا وتكون عملة الـ 1000 دينار اصغر فئة بدلا من 250 دينار.
He also added:” This banknote will cancel all lower-value banknotes which will make the 1000 Dinars banknote the lowest of value instead of 250 dinars
اما، الخبير في الشؤون المالية نبيل مهدي، ان البعض من المحلليين و الاقتصاديين يضن ان بيع الدولار في مزاد البنك المركزي بنفس الكمية وادخال فئة الـ 100 الف دينار الجديدة الى السوق دون سحب ما يعادلها من الدينار سيؤدي الى انهيار الأخير”، ومن وجهة نظري انه لا علاقة بين مزاد البنك المركزي ، الذي يعد مثبت اسمي لسعر صرف الدينار مقابل الدولار، وادخال فئة 100 الف دينار بانهيار الدينار ، وانما يكون التأثير بزيادة عدد مرات تداول الوحدة النقدية (الدينار) داخل الاقتصاد اي زيادة سرعة تداول النقود في الاقتصاد العراقي .
Finance expert Nabil Mahdi said:” Some analysts and economists think selling dollars in Central Bank auction in the same amount and presenting the 100 thousand Dinars banknotes without withdrawing its dinar equivalents would come into collapse of dinars. From my point of view, there is no relationship between Central Bank auction which is considered a nominal fixer of exchange rate and presenting the new banknote with collapse of dinar. But the effect will be related to the number of exchange of dinar units inside Iraqi economy as it increases exchange speed.
واضاف انه “حسب النظرية الاقتصادية ، فان عملية طبع فئات جديدة كبيرة تعني في زيادة نسب الكتلة النقدية (السيولة النقدية) التي يكون تناسبها طرديا مع زيادة سرعة دوران النقود (سرعة التداول) تلك السرعة من التداول التي تتناسب طرديا مع سرعة التضخم ناتج عن ارتفاع الاسعار الناتج من زيادة الطلب الجديد على العرض من السلع والخدمات نتيجة زيادة تلك السيولة النقدية”.
He also said:” According to economy theory, the process of printing new banknotes of higher value is related to increase of liquidity rate which has direct proportion with trading speed. This speed is related to speed in inflation resulting from price rise that is caused by new demand increase over supply of good and services which is caused by increase of liquidity”.
وتابع “حيث اذا زاد الطلب على السلع المحلية فان عرضُها شبه ثابت في الوقت الحالي لعدم وجود انتاج وافر او مضاهٍ للأجنبي حتى يتمكن المُنتج المحلي وبالأخص الصناعي من ملء فجوة زيادة الطلب من المرغوب شراؤه، وكذلك لا توجد تقنيات حديثة للإنتاج الزراعي حتى يوفر عرض جديد من المُنتج الزراعي يسد ما يحتاجه المستهلك مما يؤدي الى زيادة اتجاه طلب المُستهلك الى المنتوج الاجنبي، مما يعني ان يقوم التاجر الى زيادة استيراده للمنتوج الاجنبي لسد نقص ما معروض من السلع المستورة امام الطلب الجديد الناتج عن زيادة السيولة النقدية”.
He continued:” If demand on local goods goes up, their supply would be semi-fixed in this time due to lack of enough production in order to make local products, especially industrial ones, fill the gap of demand. There is also no modern agricultural production to provide new supply of agricultural products to provide what is needed by consumers which makes them go towards demand on foreign products. That means that businessmen would increase import of foreign products to fill the gap of supply to face the new demand caused by liquidity”.
واوضح ان “زيادة الاستيرادات العراقية من الخارج تعني زيادة امتصاص الدولار من الداخل العراق الى خارجة مما يعني زيادة رغبة التجار والمضاربين على حصولهم على الدولار من مزادات البنك المركزي وان زيادة تلك الرغبة تعني رفع السعر الدولار داخل تلك المزادات وبتالي الى زيادة نسبة الانخفاض قيمة الدينار العراقي امام العملات الاخرى ومنها الدولار مما تزداد رغبة المضاربين في هذا الوقت الى الحصول على الدولار ولو بسعر اعلى من سعره السابق داخل العراق لتوقعهم انخفاض قيمة الدينار بمعدل اعلى عن وقته الحالي وارتفاع قيمة الدولار”.
He clarified that:” Increase of Iraqi imports means demand on USD inside and outside Iraq resulting in increase of businessmen and brokers’ interest to get USD in the Central Bank auction making USD value to rise against Iraqi Dinars making it less valuable against other currencies too. This will motivate brokers to get USD, even if it’s more expensive because they expect Iraqi Dinar’s value to go down and USD to go up”.

Experts and analysts agree that time is not suitable for releasing such a banknote since Iraqi market is going fluctuating.
