The majority of these noises and the ground shaking is the vibration from the underground tunnels being built. They have an extensive system already built. Your town are clueless. Go look around your towns for large piles of unexplained dirt. That is a key as to where an exit/entrance may be. They have to come out somewhere. If you have large religious complexes, seminary's, these are some places to watch..
